[姜恩柱]:女士们、先生们，上午好。我们今天非常荣幸、非常高兴地邀请国务院总理温家宝与采访十一届全国人大一次会议的中外记者见面，并回答大家的提问。同时，我们也非常高兴地邀请国务院副总理李克强、回良玉、张德江、王岐山陪同温总理一起同大家见面。现在请温总理先讲几句话。

Ladies and gentlemen, good morning! It gives us great honor and the pleasure to invite Wen Jiabao, Premier of the State Council to meet the press from both home and abroad covering the first session of the Eleventh National People's Congress and answer your questions. We are also very happy to invite Vice Premiers Li Keqiang, Hui Liangyu, Zhang Dejiang and Wang Qishan to accompany Premier Wen Jiabao at this meeting. And now I would like to hand over the microphone to Premier Wen.

[温家宝]:女士们、先生们，各位记者，早上好。第十一届全国人民代表大会第一次会议闭幕了，会议选举产生了新一届的政府。现在我把和我一同出席这次记者招待会的各位副总理向大家介绍一下。坐在我旁边的是李克强，他是我们副总理中最年轻的，他也是中共中央政治局常委。

Ladies and gentlemen, dear journalists, good morning. The first plenary session of the eleventh National People's Congress was concluded just now. And at that session, a new government was elected. And I would like to take this opportunity to introduce the newly elected vice-premiers attending this meeting. And sitting on my right is Mr. Li Keqiang, Vice-premier and he is also the youngest vice-premier on this government. He is also a member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China.

[温家宝]:回良玉，大家都熟悉了，他是上届的副总理，这次是连任。

I think you are all very familiar with Vice-Premier Hui Liangyu, who also sat on the previous government as the premier and this time he was re-elected.

[温家宝]:我们还有两位新任副总理，一位是张德江，一位是王岐山，他们都曾经担任过“地方大员”。

And we have two more new Vice-premiers, Mr. Zhang Dejiang and Mr. Wang Qishan and they used to be in charge of major provinces and municipalities. I am now willing to take up your questions.

[凤凰卫视记者]:上届政府曾经有两次令全球华人为之牵挂的突发危机的发生。5年前，新任总理的您经历了“非典”，人们还不知道您当时的心路历程。5年之后，突如其来的南方冻雪灾害，人们又看到您走在抗击雪灾的前线，这场雪让您感受到了什么？未来5年您将还会面临什么样的挑战？

Thank you, Mr. Spokesperson and thank you, Mr. Premier. And we still recall that er, for the previous government, there were two occasions that the, the oversea Chinese and Chinese in this country are most concerned about because they were crisis. For example, five years ago it was the crisis caused by the SARS epidemic and we, at the time we very much wanted to know and we still do not know that what was the state of mind of you, Mr. Premier and during the crisis. And five years later, and much part of China was hit by the disaster of sleet and snow and once again you are on the forefront of the fight against the disaster. And what I would like to know that what was the most impressive to you during this fight against the natural disaster. And looking ahead at the next five years, we would like to know that what are the major challenges in your mind and what does the new government plan to do to meet the challenges. 

[温家宝]:5年已经过去了，行事见于当时，是非公于后世。历史是人民创造的，也是人民书写的。一个领导者应该把眼睛盯住前方，把握现在，思考未来。我脑子里在盘旋四件事情。 

Five years has passed. What one does now will be fairly judged by history. History is created by people and written by the people.

[温家宝]: 一个领导者应该把眼睛盯住前方，把握现在，思考未来。我脑子里在盘旋四件事情。

As a leader, his eyes should be on the way ahead and his energy should be focused on the present and at the same time he should be thinking of the future. And in my mind, I have been thinking of two things, of four things rather.  

[温家宝]:第一，要使中国的经济继续保持平稳较快发展，同时有效地抑制通货膨胀，这就必须解决经济发展当中的不稳定、不协调、不可持续的问题。目前最大的困难是物价过快上涨和通货膨胀的压力，隐藏的风险是经济可能出现的波动，我们必须在这两者之间走出一条光明的路。

No.1, we need to ensure the fast yet steady economic development in this country and at the same time we need to effectively hold down inflation. To attain this goal, we need to address the problems of unstable, uncoordinated and unsustainable economic development.

[温家宝]:目前最大的困难是物价过快上涨和通货膨胀的压力，隐藏的风险是经济可能出现的波动，我们必须在这两者之间走出一条光明的路。

The biggest difficulties we face now are two-fold. On one hand we face the excessively growth of prices, the rise of prices and on the other hand we are also on the mounting inflationary pressure. We also face the potential risks of drastic economic fluctuations. That's why we need to blaze a trail in between that will ensure a bright future for us.  

[温家宝]:第二，经济体制改革和政治体制改革要有新的突破，这就必须解放思想。解放思想需要勇气、决心和献身精神。解放思想和改革创新，如果说前者是因的话，后者就是果。5年前，我曾面对大家立过誓言，苟利国家生死以，岂因祸福避趋之。今天我还想加上一句话，就是天变不足畏，祖宗不足法，人言不足恤。

No. 2, we need to make new breakthroughs in advancing the reform of the political system and the economic system. To attain this goal we need to free our minds and to free our minds we need to have the courage, resolve and the spirit of dedication. And we talk about of the free of our minds, and reform and innovation, I believe that the former, freeing our minds is the cause and the latter, reform and innovation is the effect. Five years ago, in front of a similar audience, I made a promise and which is also my motto that one should uphold his country's interest with his life. He should not do things just to pursuit personal gains and he should not evade responsibilities for fear of personal loss. And today I would like to add a few more lines that one should not fear changes under the heaven, and one should not blindly follow old conventions and one should not be deterred by complaints of others.

[温家宝]:第三，要推进社会的公平正义。如果说真理是思想体系的首要价值，那么公平正义就是社会主义国家制度的首要价值。

No.3, we need to promote social justice and equity. As truth is the first virtue of the systems of thought, I believe that equity and the justice is the first virtue of the socialist country's system.

[温家宝]:公平正义就是要尊重每一个人，维护每一个人的合法权益，在自由平等的条件下，为每一个人创造全面发展的机会。如果说发展经济、改善民生是政府的天职，那么推动社会公平正义就是政府的良心。

Equity and justice means that we need to respect everyone in the society and protect the lawful rights and interests of all. And we need to insure that everyone can enjoy all-round development and have development opportunities while enjoying freedom and equality in the society. If we can say that the development of the economy and the improvement of people's livelihood is the bounden duty of the government then we can also say that promote social equity and justice is the conscience of the government. 

[温家宝]:第四，要加强社会主义精神文明建设。如果我们的国家有比黄金还要贵重的诚信、有比大海还要宽广的包容、有比高山还要崇高的道德、有比爱自己还要宽广的博爱，那么我们这个国家就是一个具有精神文明和道德力量的国家。

No. 4, we also need to promote the development of cultural programs and the raise of the ethical standard of this nation. If China as a country can had,can have a level of credibility and integrity that is more precious than gold; if china can have, can be more receptive and inclusive than the ocean; if China can have fraternity rather than love for oneself and if China can have an ethical standard that is higher than the mountains, then I believe this country will have the strength of moral, moral strength and will also be a country with advanced cultural development. 

[温家宝]:朋友们，我想对你们说：为了国家的富强，为了社会的公平正义，为了让人们幸福快乐地过得更好，为了让孩子们上好学，为了使我们的民族在世界赢得应有的尊严，我愿献出我的全部心血和精力。

Dear friends, I want to ensure you that to ensure this,this country will become stronger and more prosperous, we ensure that we are going to live in a society of equity and justice, to ensure that our people will lead a happy life and to ensure that our children can all go to school and to ensure that our nation is duly respected in the international community, I am willing to dedicate myself whole-heartedly to this cause. [人民日报记者]:总理您好，我是人民日报记者。两会期间，我们人民日报下属的人民网和其它十多家网站都做了“两会关注热点”或者“我有问题问总理”的网上调查。参与网民达数千万，提出的问题超过百万，成为公民有序参与的一条重要途径。大家关注度最高的是物价问题。您在报告中提出，今年物价增幅控制在4.8%，请问总理，新一届政府将采取哪些措施确保实现这个目标？谢谢。

Good morning, Mr. Premier, I am with People's Daily. And we know that People's Daily also has a website named the people.com. As a matter of fact, our website and also a dozen of other websites have also covered the event of "two sessions" and the major issues to the interests of the people. And we conducted survey on the internet, which was actually warm received among millions of the Chinese people and more than a million questions were raised. I think this has offered a very important channel for the citizens of this country to participate in the running of state affairs in an orderly manner. I can see from our survey on the internet that the biggest concern of the general public is the price rise. In your report on the work of the government, you set a goal of holding down the inflation to a level of about 4.8 percent. And I would like to ask you this question, Mr. Premier, that what kind of steps will the new government take to ensure that this goal will be attained.

[温家宝]:两会期间我一直在上网，广大网民向我提问题、提建议，甚至为我分忧，多达数百万条。参与的恐怕有上亿人。这么多群众以如此高的热情关注两会，特别是关心政府的工作，使我深受感动。他们的意见、批评都是对政府的信任、支持、鼓励和鞭策。我常常一边看网，脑子里就想一段话，就是“民之所忧，我之所思；民之所思，我之所行”。群众之所以用这么大的精力来上网写问题、提建议，是要政府解决问题的。 在这里我不可能一一回答大家的问题，确实在众多问题中，排在第一位的是物价问题。去年下半年以来，物价上涨过快，给群众生活，特别是低收入群体带来很大的困难。如何控制物价过快上涨，抑制通货膨胀，不仅是老百姓关注的问题，也是政府的重要任务。
